Rafael made landfall in western Cuba as a Category 3 hurricane before weakening to a Category 2. It caused power outages on the island as its national electric grid collapsed. The storm is expected to move towards the southeastern Gulf of Mexico and approach the U.S. later in the week. Heavy rain and potential flash flooding are expected in western Cuba and parts of Florida, with tropical storm conditions in the lower and middle Florida Keys. Rafael is forecasted to continue moving westward with some weakening possible.
