A meeting organized by NoRKA-Roots highlighted the importance of the Union government enacting laws to prevent fraud in overseas recruitment and visa issuance. It was noted that there are around 10,000 unlicensed recruitment agencies in Kerala, and the current Emigration Act 1983 has limitations in addressing malpractices. The meeting discussed the need for possible State legislation to tackle unauthorized recruitment. Various agencies, including government departments, police, and the ILO, participated in the consultation. Key figures present included Finance Commission chairman K.N. Harilal and NoRKA Roots vice chairperson P. Sreeramakrishnan.
