Intervene to ensure fair application of OBC income test in civil services exams: Manickam Tagore to PM



Congress leader Manickam Tagore has written to Prime Minister Narendra Modi about discrimination faced by OBC candidates in the Union Public Service Commission’s (UPSC) Non-Creamy Layer (NCL) status verification process. He is seeking a clear policy for determining NCL status, uniform income test implementation, and transparency in verification. The issue arises from UPSC’s refusal to accept NCL certificates from State government authorities for parents working in public sector bodies. The income test is being unevenly applied for children of government vs. public sector employees. The Department of Personnel and Training’s 1993 charter set guidelines to exclude certain OBC families from the creamy layer, with exceptions for specific cases.
